City of Santa Rosa Environmental Compliance Section
The City of Santa Rosa Environmental Compliance Section regulates the industrial users and businesses that discharge non-domestic wastewater into the Subregional Water Reclamation System.
The Environmental Compliance Section administer a Pretreatment Program and Non-Residential Source Control Program which focus on the industries and businesses that discharge or have the potential to discharge non-domestic wastewater during any operation, manufacturing, remediation, cleaning and/or rinsing processes.
Non-domestic wastewater is a generic term for any waste material(s) liquid or solid that is generated by any industrial, business or non-residential activities. Non-domestic wastewater is distinct from sanitary or domestic wastewaters which are generic terms from liquid and solid waste(s) generated by toilets, showers, washing machines and other household related activities.
Service Areas of the Subregional Collection System and the Laguna Reclamation Facility
The Laguna Reclamation Facility is located at 4300 Llano Road on City owned property in an incorporated area of Sonoma County in the State of California. Several other public agencies share the use of the treatment plant, its outfall, and the water reclamation and irrigation facilities. These Subregional partners/agencies include:
- City of Santa Rosa (SR)
- City of Rohnert Park (RP)
- City of Sebastopol (SB)
- City of Cotati (CO)
- South Park County Sanitation District
Existing agreements among the Subregional partners/agencies establish the City of Santa Rosa as the owner of the Laguna Reclamation Facility and assign the responsibility of operation and maintenance of the facilities to the City of Santa Rosa. However, each of the other public agencies owns capacity rights to the Laguna Reclamation Facility and are responsible for the maintenance of the wastewater collection system within their respective jurisdictions.
